Chelsea and Westminster Hospital NHS Foundation Trust & North West London Integrated Care Systems Contract Authorities (NWL ICS) ('the Contracting Authorities') is looking to engage with qualified and experienced providers to express their interest and inform the design of a set of services for a provider to manage the Non-Emergency Patient Transport Services (Lots 1-4, see Service Specifications for more detail of requirements) delivered from multiple NWL ICS members, under a suitable fit for purpose 3 + 2-year contract.

The scope of the intended procurement will seek to award contracts for the following services:

Lot 1 - Non-emergency Patient Transport Service
Lot 2 - Staff Shuttle Bus Service
Lot 3 - Dedicated Courier Driver and Vehicle Service
Lot 4 - Taxi and Courier Service (the Service Specification has been split into two parts)

These Lots and Service Specifications are not final and could be changed through the service design process that is on-going with participating NWL ICS Contract Authorities.

It is expected that the following Contract Authorities may also join these services working with Chelsea and Westminster Hospital NHS Foundation Trust to design and deliver these services; therefore, it is expected that individual Contract Authority requirements will be added prior to publication:

NHS North West London CCGs
London North West Healthcare Trust
CNWL and West London Joint Procurement Service
The Royal Marsden NHS Foundation Trust
The Hillingdon Hospitals NHS Foundation Trust
Imperial College Healthcare NHS Trust

The form of contract will be offered for an initial period of 3 years, with an option to extend - at the discretion of the commissioners/contract authorities - for a further 2 years i.e., 3+2.

All feedback received will assist to determine the Contract

Authorities procurement strategy including whether a competitive procurement process is appropriate; specifically, the NWL ICS requires your input and help in defining and providing supporting information that is relevant to this service via the Market Engagement Questionnaire.

Expressions of interest are now invited by way of completion and return of the attached Market Engagement Questionnaire by 12pm, Thursday 14th October 2021.

Additional information: Participation in the engagement exercise is not a mandatory requirement for participating in any potential future procurement; however, responses received will assist to inform the Commissioner as to the level of interest from the market and will be used to evidence a decision as to whether or not to undertake a competitive procurement. CONFIRMATION OF YOUR EXPRESSION OF INTEREST IS THEREFORE IMPORTANT.
