description
The EFA is required to consolidate the accounts of academy trusts into its own. In order to ensure land and buildings are valued consistently, the EFA commissions its own depreciated replacement cost valuations of the new academies that open each year (approximately 1,000). This approach will continue for 2015-16 at least. The EFA do not have the specialist capability internally to ensure that these valuations are valid, complete and consistent and also advise on any related issues that may arise through audit or otherwise. It is proposed that we appoint a specialist supplier to provide the following services:
- Assist with the setting of the specification for the future tendering of academy land and buildings valuations.
- Assist with the evaluation of the tenders from a technical viewpoint.
- Advise and moderate the valuations to ensure that they have been completed consistently.
- Provide technical advice on land and building valuation issues as they arise.
- Deal with technical audit questions that NAO may have on the land and buildings valuations.
- Complete a post project review to ensure lessons are learnt both internally and externally.
- Provide all the above to the EFA or directly to our accountancy services contractor as required.
The EFA’s anticipated value of this service is estimated £30,000- £40,000.
Additional information: The commissioning of valid valuations of academy land and buildings is highly specialist work on which the EFA requires professional technical advice.

Clarification questions should be sent to ProcurementContracting.EFA@Education.gsi.gov.uk by 5pm on 4th January 2016. All responses to the questions will be sent to those organisations expressing an interest along with the invitation to tender during week commencing 4th January 2016.
