The Stourport High School and VIth Form College ~ Tender for Cleaning Services

The successful tenderer will be required to provide cleaning services at The Stourport High School and VIth Form College.

The school prides itself on providing opportunities for young people to excel both inside and outside school, ensuring that their students are the best they can be each and every day. The school is consistently judged outstanding by Ofsted and are proud to have been recognised by the Specialist Schools and Academies Trust (SSAT) as being in the 20 % of Schools nationally.

The current student roll number is circa 1200 with 200 teaching and support staff.

Current contract value is circa 95 000 GBP per annum.

The cleaning services provision at the school has not been market tested in recent years and to ensure Best value principles are applied the Principal, Sponsors and School governors have made a decision to tender the cleaning service provision.

The cleaning staff are currently employed by the Client. For the avoidance of doubt the sports facilities are cleaning by an external contractor and this will be included within the new tender specification.

TUPE Regulations, including pension rights where applicable, will apply to this contract.

The Stourport High School and VIth Form College are seeking both innovation and the application of current initiatives within the cleaning industry within the tender submissions and would expect as a result of this to be able to identify 'Best Value' and work in partnership with the chosen Supplier going forward.

The school has set 5 key objectives regarding the outcome of the tender process. They are:

• seek to modify work patterns to improve and maximise productivity,

• the introduction of innovative processes and equipment to improve operational standards and productivity,

• to implement tangible reporting procedures and monitoring systems to enable the Client to audit the contract on a regular basis,

• to ensure Best Value principles are maintained throughout the contract period and wherever possible to reduce costs year-on-year,

• to modify and improve work practice, particularly as regards equipment and chemicals, ensuring that skills training is regular and ongoing throughout the contract term.

The contract being tendered is for 3 years in duration with the possibility of extending for a further two years depending on service deliverability. The contract will commence on 1.4.2019.

The contract is fixed price with the supplier invoicing the client for one-twelfth of the annual cost on a monthly basis. Any variations to the contract that are requested by the Client should be invoiced at the agreed rate and should be calculated on an hourly rate per employee needed to carry out the variation to the satisfaction of the Client.

It will be the Supplier's responsibility to obtain any necessary documents in order to submit a response by the closing date and time.

The contracting authority reserves the right not to award any or part of the contract which is the subject of this Contract Notice and reserves the right to terminate the procurement process at any time.

The contracting authority will not be liable for any costs incurred by those expressing an interest in tendering for this contract opportunity.

The contracting authority will consider variant bids, evaluating them (so far as the variant or the evaluation of the variant is in the opinion of the contracting authority practicable) on the same basis as a conforming bid, but shall not be obliged to accept any such bid in preference to a conforming bid even if the variant bid scores more highly. No variant will be considered unless the bidder simultaneously submits a conforming bid.
