CALL FOR OPPORTUNITY TANL3011: Updating the Value of Travel Time: Scoping Study

The current Value of Travel Time (VTT; also commonly referred to as the Value of Travel Time Savings) and Value of Travel Time Reliability (VTTR) recommended in the DfT's Transport Analysis Guidance (TAG) were estimated in the most recent national UK study. Whilst these values are still considered robust and appropriate for the analysis of transport schemes, travel patterns and behaviours continue to change, as do the demands and techniques of transport modelling and appraisal. Given this, and the time required to plan, scope, procure and deliver a new national study, the DfT have initiated the planning of an update to the VTT and VTTR used by the Department. The DfT wish to commission a Scoping Study as a first step to help establish the key theoretical and practical considerations, areas of advancement since the last study, and to provide recommendations with which to progress to a full primary study.

The intended dates for the ITT are as follows:

Date of issue of ITT to bidders invited to tender (Tenderers)

Deadline for receipt of clarifications 17/11/23

Target date for responses to clarifications 24/11/23

Deadline for receipt of Tenders (Tender Deadline)
