Capital Programme Work Consultancy

To work with and to the Strategic Director of Regeneration and Environment to review the current operation of the Capital Programme within the Directorate to ensure that good practices are embedded and that there is the most effective and efficient operation of the Capital Programme and its delivery.

In ensuring the effective and efficient operation of the capital programme, the review should cover:

• The creation of proposals for consideration of inclusion within the Capital Programme - including robustness of proposals and the approval processes - directorate and corporate gateways.
• The Programme Management activity across schemes to ensure consideration of impact on place, maximising resources, procurement, contract management and delivery to time and standards.
• Project Management - the management of individual projects, procurement, contract management, timeliness, and quality.
• Reporting systems - PMO function, Corporate Capital Programme Board.
• The alignment of projects/programme to the achievement of the Council objectives and outcomes.
• Assessment of the Council's approach to developing an on-going capital programme (for example recycling funding via development and post completion sales) and options to consider going forward.
