Increasingly, social value is becoming a key consideration for all government departments when awarding new contracts. In accordance with PPN06/20, 10% of any award criteria must be weighted against a bidder's social value commitments. To support departments in adapting to this requirement, the Government has published a detailed Social Value Model setting out the types of activity that we may look for our suppliers to deliver, and providing context and guidance to be used as bid scoring criteria is developed.
However, once contracts are in place, it has been difficult for Commercial Contract Managers and Supplier Managers to compare supplier performance to one another given the diverse range of activity, and to determine what good really looks like e.g. what delivers more value to society - training an apprentice, increasing diversity or a community volunteering project?
