The River Severn Partnership Advanced Wireless Innovation Region (RSPAWIR) aims to encourage the adoption of advanced wireless technologies by businesses and organisations across the River Severn catchment area. The RSPAWIR is investing in Use Cases to demonstrate the possibilities and benefits of adopting wireless technologies with the aim that businesses and organisations across the region will use the experience to adopt themselves. A critical part of that decision-making process is understanding the local commercial cellular mobile network availability. This can be difficult as most of the public domain data that does exist around mobile coverage is aggregated and modelled which often undermines its value.

The RSPAWIR is looking to remedy this issue by commissioning an independent study of coverage across Gloucestershire, Herefordshire, Monmouthshire, Shropshire, Staffordshire, Telford and Wrekin, Warwickshire and Worcestershire. Powys has recently commissioned a similar study and is therefore not part of this procurement. The study should be conducted primarily as a physical drive trial, rather than aggregating data generated via 3rd party apps and the partners aim to understand the real-world coverage of all four main commercial mobile networks.

This intelligence will be used to;

1.Inform decision makers within local businesses and organisations regarding the optimal network operator to support the adoption and operation of advanced wireless technologies; and

2.Lobby Mobile Network Operators, UK Government departments and Ofcom on how to improve services (both 4G and 5G) where coverage is poor.

The RSPAWIR are seeking the services of a commercial partner to

1.Either work with various Local Authority fleet operators to undertake a Drive Trial of the entire River Severn Catchment Area and its constituent counties (excluding Powys) or commission private drive trials to achieve the same result.

2.Determine the actual on-street mobile signals for 4G and 5G from all 4 MNOs.

3.Enable businesses and organisations to undertake their own surveys of off-street locations including farm estates.

4.Present the data generated to the procurement partners in aggregated form and to local businesses and organisations via online location-based requests.
