As part of the EU commission funded Birmingham & Solihull Youth Promise Plus project (YPP), quotations are now invited for the development and delivery of a full project evaluation, including a Citizen/participant Voice activity to contribute to continuous service improvement.

The YPP project aims to engage with, and provide holistic, tailored personal support to NEET (Not in Education, Employment or Training) young people (15-29 year olds) with the specific aim of progressing them into positive outcomes including education, training, work experience and ultimately sustainable paid employment.

The required project evaluation will include as a minimum;

  • A detailed qualitative analysis of project activity highlighting strengths and areas for improvement
  • A detailed quantitative impact analysis of the project including a comparison between outputs and internal project targets and with other external projects/programmes.
  • A review of feedback from service users and a wider group of eligible citizen's collated from Citizen/Participant Voice activities including 3 specific thematic events.
  • Timely production of mid-term and final evaluation reports
  • At least 2 reflective/analytical short reports on key delivery subjects to be agreed between the provider and Birmingham City Council
  • Dissemination of key findings and service improvement proposals to the YPP Project steering group and a wider group of key stakeholders.

Provisionally the contract will run from July 2017 to June 2018.

Birmingham City Council will be using its e-tendering system (In-tend) for the administration of this quotation process and providers must register with the system to be able to express an interest.
