The Department for Transport and the Office of Zero Emission Vehicles (OZEV) (Client) are looking to put in place an overarching agreement to cover the following list of topics contained under Lot1 with an initial commitment for economics, statistics and transport modelling.

The Department for Transport wishes to commission an analytical framework with accompanying guidance and analytical tools to support bidders in their applications to the Rapid Charging Fund (RCF, sometimes referred as "Project Rapid").

The objective of this framework, guidance and toolkit will be to support RCF applicants to arrive at a robust estimation of additional capacity on the electricity network required at specific sites, to meet different levels electric vehicle (EV) demand in the future. We are therefore inviting Suppliers to provide a detailed proposal and costs for this work under the SPATS 2 Framework.

The primary customer will be OZEV team under the DfT.

The output required for this work is an analytical framework, with accompanying guidance and tools that set out how to produce the required evidence to apply for the fund. The deliverables are required by December 2022.

This document outlines the background of the project, the anticipated approach, deliverables, and timing for the service.

The Intellectual Property created for this service shall be owned by the Client.
