NHS Heywood, Middleton and Rochdale Clinical Commissioning Group (NHS HMR CCG) and Rochdale Borough Council (RBC) are inviting suitably qualified and experienced Providers to submit tenders for The Provision of Community Services for Children and Young People.

The aim of this Procurement is to provide a new service model to deliver an integrated landscape where all services/Providers work to deliver the same set of outcomes and can see where their contribution fits into the overall picture for that individual child or young person. The service model will include the following pathways and Lots:

Lot 1 - Acute and on-going needs Lot 2 - Emotional health and wellbeing

The Provider(s) will understand the health needs of this population and through a process of assessment, planning and support, will improve the health and wellbeing outcomes for all children and young people, thereby helping them to achieve their potential. The Provider(s) will be accountable for ensuring that outcomes improve for all children and young people and that inequalities in health are reduced. The Provider(s) will deliver a highly visible and accessible service that takes advantage of developments in the digital world.

The services will play a vital part in ensuring every child, whatever their start in life, is enabled to achieve their optimum health and wellbeing and secure a successful and healthy transition to adulthood. The Provider(s) will need to work across children and young people’s health and wellbeing services in an integrated way to improve outcomes for children and young people and will work in close partnership with other children and young people’s service contractors in Rochdale, including other NHS organisations, RBC, and the voluntary sector. This integrated approach seeks to ensure that the Provider(s) thinks in terms of delivering care pathways and outcomes rather than services labelled by the name of the profession providing them, and they will have the freedom to configure cross cutting teams to achieve joint outcomes.

The Provider(s) will take responsibility for ensuring that children and families access the right pathway or pathways to ensure the desired outcomes. The proposed contract platform for the NHS procurement will be for a prime contract, with an ambition to move to an alliance type contracting platform should the environment support this approach. The use of sub-contractors may be utilised to support a whole systems approach to effective integrated service/pathway delivery.

Additional information: The contract will be for a duration of 3 years with an option to extend for a further 2 years. The tender process will be conducted as a one stage process.
