description

The collaborative of CCGs intending to commission a new integrated wheelchair service are:

NHS Central London
NHS West London
NHS Hammersmith and Fulham
NHS Hounslow
NHS Ealing
NHS Barnet
NHS Brent

The above CCGs wish to award 3 contracts for integrated wheelchair services to be delivered across 3 centres (to be set up as 3 geographical lots) and to be awarded under separate contracts.

The focus of this procurement is to commission an integrated wheelchair service for people of all ages who have a long-term need for mobility assistance in the catchment areas. The CCGs require an integrated care service model for wheelchair users. The priority for this service redesign is to ensure those with complex, long term conditions, are able to access the right wheelchair quickly, and with appropriate information and support. The full service will cover:

Assessment & prescribing
Supply and provision of powered & non-powered chairs
Delivery and Collection
Repairs and General Maintenance
Re-Use/Recycling, Cleaning & Decontamination and Planned Preventative Maintenance
Rehabilitation Engineering Services
Specialist Seating (risers) including cushions, accessories and pressure mapping

The successfully appointed lead providers of each lot will be fully accountable for the delivery of the whole integrated service. The proposal may or may not include subcontractor partners. The contracts will be awarded to the highest scoring bidder across the pricing and quality criteria for each lot.

The contract duration will be 3 (three) years, with one optional extension for up to two years. It is intended that the new service will commence from 1st July 2016. The total value of the three contracts over the 3 years is estimated at circa. £19.9M- full details on the estimated contract values for each of the lots can be found in the ITT.

Recognising that this service falls within Part B of the Public Contract Regulations 2006, the Contracting Authority has designed a bespoke procurement process akin to the OJEU Open Procedure consisting of a one stage qualification and bidding process stage.
