Scope:

  1. Historic England is looking to purchase data collected through mobile platforms and other digital hardware to contribute to the impact evaluation of the national High Streets Heritage Action Zone (HSHAZ) programme.
  1. We need locational analytics from mobile devices (and other sources) to provide a detailed picture of footfall to contribute to our innovative evaluation of this programme.
  • 3.We want to purchase high quality visit insight data for at least:
  • a.10 sample HSHAZ locations
  • b.20 comparable counterfactuals (places without HSHAZ investment)
  • c.Data for 7 HSHAZ high street locations to understand visitor insights for the Hi! Street Fest.
  1. The data will help us to understand more about how people are using the high streets that Historic England has invested in. This data helps us understand footfall and person interactions across HSHAZ locations which we can use as part of our impact evaluation.
  1. For 3a and 3b:
  • oThe successful Supplier will provide data between March 2018-March 2024.
  • oThis will include visits and visitors at a minimum
  • oThis could include insights on movement patterns, visitor frequency, dwell time, and visitor demographics and others.
  • 6.For 3c:
  • oThe successful Supplier will provide data for 2 weeks/months prior to the events, the event date (dates to be provided) and 2 weeks/3 months after.
  1. The successful Supplier will work constructively with our evaluators, Amion Consulting, to make sure that this cutting-edge data can meaningfully inform the impact evaluation that will be delivered to Historic England in autumn 2024.
