This is an Invitation to tender with information, instructions and guidance provided. If you are interested in submitting a tender and have opted in, Part B should be completed and returned with your tender submission by all tenderers for the requirement described in the following pages.
The four Black Country local planning authorities of Dudley, Sandwell, Walsall and Wolverhampton and South Staffordshire District Council, are seeking to commission a Strategic Housing Market Assessment (SHMA) to support forthcoming reviews of the Black Country Core Strategy and South Staffordshire Local Plan. The SHMA should also be able to inform the development of local housing strategies and the commissioning of new affordable and other housing products in each authority area.
The SHMA should provide an assessment of the objectively assessed local housing need for each authority and the SHMA area as a whole, and identify the scale and mix of housing and the range of tenures that the local population is likely to need over the plan period, in accordance with the National Planning Policy Framework (NPPF), National Planning Guidance (PPG) and other national guidance. This will include that emerging as a result of the Housing and Planning Bill (for example changes to the definition of affordable housing including starter homes, and the need for care homes, caravans and houseboats). More details of the expected outcomes are set out below.
The SHMA should identify the likely needs for different types of housing over the period of the proposed plans, which is expected to be 2016-2036.
