description

Work has been undertaken to develop an initial understanding of the impact of the toll removal at the Severn Crossings, and there has been early work to identify potential improvements to England's strategic road network for delivery in the second Road Investment Strategy period ('RIS2'). This work will need to be considered in this commission. Reporting and data from this work will be provided to the consultant within two weeks from the award date of this study.

A new study is required to build on existing understanding of the likely changes to traffic patterns that the removal of tolls may induce. Potential interventions to address any re-assignment issues will also need to be identified (if appropriate) for the medium and long-term. Interventions may include improvements to the strategic road network, local road network (where it impacts on the strategic network) as well as multi-modal options.
