NHS Hounslow Clinical Commissioning Group (CCG) wishes to invite suitably qualified and experienced providers to submit tenders for the provision of a community based Ophthalmology service. This service is designed to meet the needs of the Hounslow registered population, ensuring that patients can access the right level of care in the right setting.

The main aims of the Community Ophthalmology Service will be the assessment and management of patients whose eye conditions are at low risk of deterioration who are either referred by primary care for assessment or discharged from secondary care for monitoring. The Primary Objectives of the Service will be to:

Deliver improved access for patients to specialist ophthalmology services;
Provide care closer to people’s homes, in a community environment;
Deliver high quality specialist services that support patients to get the right care first time;
Reduce demand on hospital based services and deliver efficient Out of Hospital services in the community;
Support the education and up-skilling of referrers, to conduct better ophthalmic diagnosis and condition management in primary care; and
Offer a better value service for the NHS through more efficient use of resources

The CCG anticipates awarding a contract for 3 years to the appointed provider with the option to extend for up to a further 2 years at the CCG’s discretion. The CCG is requires contract commencement from 1 April 2017. The maximum affordability threshold for this contract is £2,730,000 over 5 years and full details of the finances can be found in the ITT documentation.

The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the “Regulations”). As such, the procurement of the Services is being run as a bespoke, single-stage application process akin to the Open Procedure. Hounslow CCG does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 services. This opportunity is also being advertised in OJEU.
