The aim of this Work Package is to undertake research for Highways England on how it can improve its ability to relate objective measurements of the road network pavement surface condition with the perception of road users. This research will validate existing and may develop new pavement condition measures, , which will incorporate the collection of the views of road users and take into account the different roareak [pd types of the Strategic Road Network (SRN) while also retaining links to the management and operation of the network by Highways England.
