Hampshire County Council, as a waste disposal authority, has a statutory duty for the disposal of municipal waste arisings in Hampshire. In order to fulfil this function, it has entered into both a waste disposal service contract (to 2030) and a contract for the management of its 24 Household Waste Recycling Centres (HWRC) (to 2021) with Veolia UK.

Hampshire is partnered in these arrangements by the Unitary Authorities of Portsmouth and Southampton City Councils (both of whom provide 1 HWRC each). In addition to this, all 14 waste authorities of Hampshire (Disposal and Collection) are partners, along with Veolia in Project Integra, the collective and integrated waste management system for Hampshire.

In light of these issues and future ones, Hampshire County Council must continue to evolve waste and resource management services to maximise benefits and minimise costs. To achieve this, the Council has developed a long term Waste and Resource Management Strategy (2016-2030).

Requirements for the project would be likely to include:

  • A toolkit of resources which could be used by householders in their own homes to address and make easy to carry out key food waste reduction behaviours of meal planning, fridge temperature, portion control, food storage and using up leftovers.
  • Initial design concept and branding which would be developed and agreed with Hampshire County Council
  • Ideally, items in the toolkit will be made of recycled materials and packaging should be from recycled content and/or recyclable in Hampshire
  • A system to take orders from Hampshire residents either direct or via Hampshire County Council's Waste Prevention Team and fulfil them in a timely manner.
  • Regular reporting on take up and order numbers.
What is the aim of the early engagement - The Council is seeking to test the market to;
oidentify prospective suppliers,
osuggestions for content of toolkits,
ogain feedback on potential challenges or issues,
oopportunities for innovation,
oidentify what could be achieved with different budget levels (current budget is estimated around £12k)
oPlease note, at this stage we are not looking for quotes for this work.
Deadlines / Procurement Dates - 18th December 2020. It is envisaged that the formal tender for this work will be advertised in January 2021 with the closing date in mid-February. It is hoped that the contract would be awarded to be in place for the start of the 2021/22 financial year.
