The Trust is seeking, without prejudice, market engagement in advance of issuing a Contract Notice for a procurement to provide a system to enable improved delivery of service to patients utilising a fully integratedelectronic patient record and a clinical/business and research platform. The Trust intends to run this procurement using the Competitive Dialogue procedure. It is expected that the outcomes of this PIN and subsequent associated activity will help to inform the nature and content of that process. The Trust plans to publish the Contract Notice and PQQ inthe OJEU in late January/early February 2016 leading to contract award around the end of 2016.

The Trust's planned market engagement is designed to test the market in terms of the achievability of the scope, scale and time-frame of its requirements and to encourage input from Potential Providers to the design of the service provision. The Trust considers that this procurement represents a unique opportunity for the ‘right’ Potential Provider(s) to develop true, clinically driven, joint-working based partnerships with a highly innovative and forward looking Trust over the next 10 years or more. The Trust believes that this procurement offers an excellent opportunity to deliver ‘world class’ EPR system and research platform via the use of leading edge technology. The Trust is planning a Potential Provider Briefing Event, to be held in London on 21.1.2016 and 22.1.2016. The event on 21st January will focus on EPR requirements whereas the event on 22nd January will focus on clinical/business and research platform requirements. There will be an opportunity for Potential Providers to request a one to one discussion with key personnel from the Trust on each day. Please note these slots will be allocated on a first come, first served basis and will be limited to those Potential Providers with demonstrable experience of successfully delivering similar requirements in healthcare organisations of a similar size and nature to those required under this Contract.

Please note that the Trust does not wish to enter into a development partnership for core EPR requirements, including PAS requirements. Further information is available in the form of an accompanying Potential Provider Briefing Paper (PPBP) which describes, in greater detail, the requirements of the Trust.
