DfT are seeking to update the Marginal External Costs by Autumn 2019, to use within freight mode shift grants. The MECs update will inform the Mode Shift Benefit values to feed into any mode shift grants from 2020.

DfT wishes to commission a review of four of the seven Marginal External Costs of road freight. The successful supplier must be able to demonstrate that their team and approach has the sufficient range and quality of skills to gather data, critically assess and synthesise the evidence, produce analysis of datasets and present the results in an accessible way.
