County Durham and Darlington NHS Foundation Trust Procurement Department (County Durham Procurement Consortium) is facilitating this opportunity on behalf of:
Tees, Esk and Wear Valley NHS Foundation Trust (TEWV) who provide inpatient and community-based care to people with Mental Health needs, or who have a learning disability. At present, the Trust operates across York, North Yorkshire, Teesside, Darlington and County Durham.
These services are commissioned by Clinical Commissioning Groups (CCGs), NHS England (NHSE) Specialist Commissioning Teams or Local Authorities. These commissioners can choose to use competitive tendering as a means of choosing the provider of some or all of the services that they wish to commission. When this occurs, TEWV is required to submit tender responses as specified by the requirements of that particular competitive procurement process. In such situations commissioners will evaluate the Trust's submission alongside those from other NHS Foundation Trusts, private sector or voluntary sector providers.
TEWV have a requirement to establish a framework for the provision of professional support for the development of responses to these competitive bids.
Scope:
The following is included within the scope:
- Professional support (advice, facilitation, coaching, review) for the development of tender submissions in responses to opportunities advertised by NHS or Local Government commissioners that are in the form of competitive tendering.
Please note that the following are not within the scope of this Framework:

| • | Support for developing non-competitive bids / bids in non-tender situations |
| • | support for the annual negotiations on the Trusts "standard contracts" with commissioners |
This opportunity is to award framework status to no more than FIVE suppliers.
Period of framework 24 Months (with the option to extend for a further 2 x 12 months)
