Site – Former ECC Library Headquarters, Chelmsford, Essex, CM2 0EN Essex Housing of Essex County Council (ECC) are supporting the delivery of housing to meet demand in the County and are developing a programme of potential housing projects. For the site above, Essex Housing are seeking to appoint a suitably qualified and experienced Construction Contractor to deliver the scheme, comprising approximately 32 apartments for private sale, affordable housing and specialist housing (representing approximately 35%) together with associated external works, landscaping and car parking. The indicative budget for the scheme is between £3.4m and £3.6m. Please note the scheme is currently at concept design stage and a planning application has been submitted to Chelmsford City Council.

For the purposes of this procurement, ECC has adopted the use of Constructionline to reduce the administrative burden on suppliers wishing to apply for this opportunity. If you are registered with Constructionline and have completed all of the optional sections on your profile you will not need to compete the full PQQ. Simply supply your Constructionline membership number and complete the supplementary questions. Please ensure that you have updated your profile including the new 2015 Business and Professional Standing questionnaire in the Business and Professional Standing section of your Constructionline profile. You must confirm the information held on your organisation is accurate and that you are registered for either of the following work categories:

Building (Private Housing), CPV code 45211000-9

Building (Social Housing), CPV code 45215210-2

A minimum notational value of £3.6m must be held on the CPV code that you are making your application under. Suppliers with notational values lower than this figure cannot be considered.
