description
Essex County Council (ECC) is responsible for the aftercare and management of 12 closed landfill sites. 3 of these sites require landfill gas control which is currently undertaken using gas flares. Investigations haveshown that these three sites can sustain low levels of electricity generation from landfill gas. Essex County Council is seeking to install electricity generating equipment to utilise the landfill gas being mircogenerationequipment for to ensure continued management of landfill gas and to allow the Authority to secure an incomefrom sale of any electricity produced from the 3 land field sites. The successful provider will be responsiblefor serving and maintaining the 3generators on each of the sites for a period of five years. There will be an option to extend the service and maintenance agreement on an annual renewal basis for a period of five years. The Authority shall be running this requirement via an EU Public Regulation Open Process. Potential tenderers can express an interest participating in this opportunity by following these instructions:

To aid the potential tenderers with their response to our requirements, ECC is hosting a Bidder's Day event on 24th August 2016. Potential tenderers are welcome to view the sites the 3 sites detailed in the specification document.
Potential bidders are to use this event to view each site and to identify any issues that may delay or prevent installation. A Question & Answer session with the Authority's representatives will also be offered as part of this event. Please note that Essex County Council has to restrict the number of attendees to 2 representatives per organisation. Additional information: The award of the contract is subject to planning permission, which shall be applied for /by Essex CountyCouncil, as the contracting authority, from the local planning authority. The successful contractor shall provideassistance and co-operation to Essex County Council for Essex County Council’s planning application forplanning permission for each Site. Where planning permission has not been provided for all Sites, Essex County Council reserves the right not to award the contract.
Where planning permission has been provided for one Site, Essex County Council Reserves the right to change the requirements of this ITT without prior (or any) notice being given by Essex County Council, and may award a contract for one Site, at Essex County Council’s discretion.
Where planning permission has been provided for two Sites, Essex County Council Reserves the right to change the requirements of this ITT without prior (or any) notice being given by Essex County Council, and may award a contract for either one Site or both Sites, at Essex County Council’s discretion.
