Scope of the Contract :
The College of Policing Ltd wants a supplier to carry out the horizon scanning exercise which must adopt a PESTELEO framework (Political, Economic, Social, Technological, Ethical, Legal, Environmental, Organisational) to ensure a balanced and comprehensive assessment. In addition to the existing areas, the analysis should include:
| • | Government policy, strategy, and legislative agendas. |
| • | Parliamentary activity (select committees, APPGs, inquiries). |
| • | Media focus and orientation. |
| • | Significant campaigns or lobbying activity from the third sector, commissioners, and others. |
| • | Police system changes e.g. Police Reform Programme |
| • | Technological developments which could both improve our ability to respond to the threat or present new opportunities for offending. |
| • | Potential impact of economic changes and economic instability. |
| • | Social inequality and deprivation. |
| • | Emerging societal norms, practices, and pressures influencing behaviour (online and offline). |
| • | Changes or developments in education and learning. |
| • | Influence of social media and the evolving trust landscape. |
| • | Possible organisational developments within policing and the wider criminal justice system. |
| • | Assessment of prospective impact on policing and NCVPP's future business planning and deliverables. |
