This is a Prior Information Notice (PIN) and Request for Information (RFI) published on behalf of NHS Liverpool Clinical Commissioning Group (NHS Liverpool CCG). The purpose of this PIN/RFI is to gauge market interest and conditions for The Provision of Comprehensive Care to meet the needs of those at End of Life Service.
NHS Liverpool CCG is seeking expressions of interest from suitably qualified service providers to deliver a comprehensive care and support service for people (and their families) clinically determined as being in the last 12 weeks of life. Care will be provided in the persons preferred place of care such as home, hostel, care home etc.
The first national end of life care strategy was produced in 2008 and generated significant momentum and energy leading to many improvements in end of life care. However population demographics, data on access to services and feedback from families indicate that both nationally and locally much more remains to be done.
NHS Liverpool CCG has embarked on an ambitious programme to transform health services in the city over the next 5 years – Healthy Liverpool. We aim to transform health care by ensuring that services are person centred, responding to individual need and by providing the very best care services now and in the future. High quality, person/family centred care for people at the end of life care has been identified as an essential priority as part of the Healthy Liverpool strategic plan.
This service is currently being provided in the city to provide clinical assessment, care provision and support as detailed below.
The service will be accessible to all eligible clients following referral and will provide;
Clinical assessment of need in conjunction with other clinical services
Holistic care, support and advice on a 24/7, 365 days per year in the persons preferred place of care (home). This includes carer support to help with daily care activities

The service will operate in conjunction with core health services including the persons GP, District Nurse, Community Consultants, specialist nurses, specialist palliative care service etc to provide seamless high quality care.
Additional information: Potential providers who wish to express an interest in The Provision of a Comprehensive Care to meet the needs of those at End of Life Service are asked to provide the following information and details relevant to the service:
- Please provide details of any experience you have in delivering/managing similar services.
- From when do you have capacity to deliver the contract from. Please provide brief details on current and future capacity.
- How extensive is your knowledge of the current Liverpool health economy in relation to these services.
- Please identify your current organisation structure (public limited company, limited company, partnership, sole trader, charity, other public sector organisation, etc).
Potential providers wishing to express an interest in participating in the Request For Information and any future Tender Process should do so by, emailing their interest to andrew_payne@nhs.net by no later than 5pm on Tuesday 1st December 2015.
Please note that an expression of interest in delivering The Provision of Comprehensive Care to meet the needs of those at End of Life Service is not a tender response. An expression of interest is no indication of a commitment to participate in the tender process nor does it infer any special status on those providers who do submit an interest.
Potential providers who do not express an interest at this stage will still be able to apply in the future. This expression of interest does not commit NHS Liverpool CCG to undertake the procurement of The Provision of Comprehensive Care to meet the needs of those at End of Life Service and NHS Liverpool CCG has a right to withdraw the notice.
