Walsall Council is remodelling its existing Discharge to Assess service and wishes to procure 20 Transitional nursing home beds to provide step up beds (admitted from home as an alternative to acute hospital admission) and step down beds (transfer from acute hospital for people who require additional time and rehabilitation to recover, but are unable to have this provided at home)for older people including elderly mentally infirm (EMI) complex cases (i.e. Mental Health)
The Council intends to appoint up to 3 and a minimum of 2 suppliers for this Contract, however, a provider is required to bid for a minimum of 5 beds and maximum of 10 including the provision for the EMI.
Suppliers are also required to have flexibility to take up additional service users when required and their price submission should include block contract and spot purchase price.
Because this is the GP contract, and considering the fact that Walsall’s multi-disciplinary team only cover homes in Walsall, the council will only accept bids from homes based in the borough of Walsall.
The transitional beds will form one of a number of pathways that health and social care staff will use to promote the health, wellbeing and independence of older people with complex needs; to prevent unnecessary hospital admissions and delayed hospital discharges.
