  1. The Defence Requirements Authority for Culture and Language (DRACL), hereafter referred to as the Authority, is seeking the provision of Foreign Language (FL) assessments. The purpose of the FL assessments is to act as a metric to objectively and systematically identify FL capability within UK Defence.
  1. The MOD Language Assessment Board (MODLAB) formally assesses the proficiency of personnel, nominated by the Authority, in the skills of Listening, Speaking, Reading and Writing, in approximately 40 languages per annum against specific target levels: Level 1 - Survival, Level 2 - Functional, Level 3 - Professional and Level 4 - Expert . An indicative list of languages required is contained in Annex A to this Statement of Requirement (SOR). The list of languages is not exhaustive and will be adjusted to meet future requirements of the Authority.
  1. It is essential that the provision of language assessments is completely independent from the provision of any language education/training delivery to the Authority. Any Contractor or their sub-contractors that are involved in the provision of language education/training delivery to the Authority must ensure that any conflict is avoided.
