The College is seeking to appoint an organisation to assess, moderate and quality assure two assignments in each module, which delegates complete as part of the Executive Leaders Programme (ELP). The potential Supplier will assess these assignments against the learning outcomes outlined by the college and the College's marking standards.
The College's preferred method of assessment is online - on the Supplier's Learning Management System (LMS). We do not expect the Supplier's Systems to be linked to any College systems, all marking, and moderation should be delivered from the Supplier's LMS.
The ELP is set to run with one cohort a year (Approx 50 Delegates) with delivery taking place between February and July. Typically, two (2) Assessments per cohort take place, currently planned for April and June. To meet the demands of the police service the Authority may run additional cohorts between July and February when required. Dates will be set with the supplier for the next 12 months at least 6 months ahead of the cohort start date.
The Authority intends to award an initial contract with a start date of 01st November 2024 and an initial duration to 31st October 2026.
The College is looking broadly for the following assessment services:
| 1) | Assessment and Marking for the Personal Leadership and Business Improvement Assignments, including but not limited to: |
| o | Double blind marking of the assignment against the learning outcomes and marking standards. Individual feedback for each submission that details outcomes against each learning outcome, general comments related to the marking standards and a section that clearly states future improvements. |
| o | Full moderation of all assignments. |
| o | Further quality assurance measures such as external verification |
| 2) | Provision of online learning and assessment support |
| o | The Supplier should outline how they will support the assessment of each assignment, as a minimum the service will include: |
| o | Two online workshops per module offering assessment support during the guided learning weeks for modules one and two (e.g., academic practice, referencing, writing, assignment surgeries) |
| o | Access for Delegates to the Supplier's library or the provision of curated material to support the writing of the two assignments. |
| 3) | Provision of a pathway to a formal qualification |
| o | It is expected that delegates, through a recognition of prior learning (RPL) process, will be able to use their professional experience and the learning acquired through the ELP to be able to progress to a level 7 qualification in leadership and management or similar. |
| o | The Supplier should provide a pathway for delegates to achieve a formal qualification that recognizes their prior learning and experience as a senior or executive leader in policing (RPL). |
| o | Suppliers should outline, how the learning acquired through the ELP, and the professional experience of delegates could be mapped to a Level 7 in Leadership or Management. |
