Sheffield City Council is exploring options to lease residential private properties to support us in the fulfilment of our legal obligations concerning temporary accommodation. The Council has a statutory duty to provide temporary accommodation to certain homeless households under Part VII of the 1996 Housing Act, the Homeless Act 2002 and the Homeless Reduction Act 2017. These leased units would be used for short term and temporary accommodation, and therefore have rapid and frequent turnover. People become homeless and require temporary accommodation for many reasons such as domestic abuse, having to leave family and friends and being served with a S.21 notice by a private rented landlord. The units will house a diverse range of customers who are homeless but with low support needs and may include the following cohorts: • people with a learning disability • people with a physical disability • people recovering from drug or alcohol dependence. • people with previous experience of the criminal justice system • young people, including, care leavers or teenage parents • people with Mental Health conditions • people fleeing domestic abuse and their children. • Families • Households without children • People with pets The customers we refer to will need accommodation of all sizes from shared and studio flats to 5-bed properties for large families. The Council will consider all configuration of accommodation; however, they must have access to individual sanitary facilities and access to cooking facilities. The tenure of the accommodation must be appropriate and legal to the type of accommodation provided. SCC will be holding an online supplier engagement event to support this exercise between 09:45 and 10:45 on Monday 22nd July. Suppliers who wish to attend should register their interest directly with SCC via email no later than 12pm on Friday 19th July to adam.elwis@sheffield.gov.uk.
