NHS Arden & Greater East Midlands Commissioning Support Unit (Arden & GEM CSU) on behalf of NHS England (Midlands & East (East) are seeking suitably qualified and experienced providers to bid to deliver Alternative Provider Medical Services (APMS) agreements at two practices in Essex;
| • | Lot 1) St Lawrence Medical Practice, and |
| • | Lot 2) Silver End Surgery, Broadway, Silver End, Witham, Essex, CM8 3RQ. |
Confirmation of the premises for St Lawrence Medical Practice (as of the 01st June 2016) will be published via the Bravo messaging facility as soon as it becomes available.
The procurement is lotted and each practice will be one lot (as detailed above). Bidders can bid for one or both of the above Lots within this procurement tendering opportunity.
The expectations are that these services will offer increased patient access and funding will be linked to KPI achievement within the current budgets. The successful provider(s) will need to demonstrate that they can deliver continuously high-quality services and will be responsive to the needs of the local populations. Provider(s) will be assessed on an on-going basis to ensure they deliver the high-quality services required. These services must be provided by GPs and nurses and the Provider(s) will be expected to:
| • | deliver primary care services which will be accessible, convenient and responsive, |
| • | design services around the needs of patients and carers, ensuring they are offered more choice and a greater say in their treatment, |
| • | have processes in place to evaluate and continually improve on patient satisfaction, |
| • | have processes in place to engage effectively with the local communities , |
| • | participate in Quality and Outcomes Framework (QOF), |
| • | provide a range of Enhanced Services, remunerated in line with the relevant Directions and specified by the commissioner on an annual basis. |
This opportunity will be open to the entire market. Bids will be accepted from current providers bidding to run either / or both of the services advertised. Bids will be accepted from current providers proposing to run the contract (s) in effect as a branch surgery to their current practices as any other bid in line with the evaluation criteria published. It should be noted that as both contracts being procured will be run under an APMS contract it will not be possible to vary an existing contract to include as a branch surgery.
The ITT has now been published on the procurement portal and the service start date will be 01st June 2016.

The Invitation to Tender (ITT) documentation was made available on 04th November 2015 and should be completed and all bids submitted by the closing date of 5pm on 21st December 2015.
All submissions will be evaluated using the scoring criteria which is contained within the ITT -Document 1.
Clarifications may be asked during the procurement process, the deadline for clarification questions is 5pm on 14th December 2015.
