WP3314 - Consultancy Support for an Enterprise Resource Planning System

The Council wishes to engage a consultant that can provide the Council with a documented full functional specification for a cloud based ERP solution and other support to assist in the procurement process.

As there is the opportunity for the consultant to be involved in the tender process the organisation awarded this contract will be prohibited from being involved in the implementation of the resulting ERP system.

Walsall Council is considering the procurement and implementation of an Enterprise Resource Planning (ERP) system that combines HRD and Financial systems that will generate performance improvements and cost savings for the Council.

MHR iTrent, the current Human Resources and Development (HRD) system which supports HRD transactional processing including payroll and self service capabilities, comes to the end of its current contractual arrangement in July 2018 although there is the opportunity to extend the contract the Council.

Managed support for the council's finance system Oracle E-Business Suite Financials also reaches end of contract in December 2018.

The relative contemporaneous contract timelines of both of these corporate systems provides an opportunity to assess if performance improvements and cost savings could be achieved by replacing both the HRD and Finance systems with a single Enterprise Resource Planning (ERP) solution.
