City and Hackney CCG has 4 geographical areas or quadrants (see map) and services will be offered on a quadrant LOT basis – each quadrant having a minimum of one venue (subject to provider interest). This is aimed to encourage services to be close to patients and allow a degree of choice for the patient to where they attend for their procedure.

We are looking to open to the market the commissioning of minor surgery services from 16/17 for a period of 3 years with an option to extend for a further 2 years. The total estimated contract value for each Lot for the duration of the contract (3+2) is from £94k to £125k and there will be up to four contracts awarded – one for each successful provider for each quadrant Lot. Although one provider could be successful in more than one Lot

Payment will be by a local tariff on actual activity provided to patients. No guarantee of activity can be provided and estimates are based on historical service activity across the four quadrants.

Note: Potential providers can offer to provide from one quadrant or any number up to the 4 available.

Minor Skin surgery procedures are generally those provided by under the GP Directed Enhanced Service e.g.:

Skin biopsy of non-suspicious lesion
Low risk BCC
Foreign body exploration (deep splinters etc.)
Injection or aspiration of joints

Procedures where PoLCV (removal must be for clinical and not cosmetic reasons) approval would be required:

Benign pigmented moles
Comedones
Corn/callous
Llipoma
Sebaceous cysts (epidermoid or pilar cysts)
Seborrhoeic keratoses (basal cell papillomata),
Larger skintags including anal tags

Optional:

  • Vasectomy

Exclusions:

Patients not registered with a City and Hackney GP
Children (under the age of 16)
Red Flags/Suspicion of melanoma or SCC etc
Where the patient has multiple and/or complex co-morbidities
Patients who require basic cryo therapy for warts or small skin tags

Estimated Activity per year: 500 procedures per year across City and Hackney

Additional information: NHS City and Hackney is keen to test the potential NEW provider market for minor surgery services in the community.

Potential providers with relevant technical capability and experience to deliver this service are required to express an interest if they are interested in bidding for this service should the CCG decide to carry out a competitive tender exercise and publishes a Contract Notice for this requirement.

We expect potential providers to have a history of providing similar services and to ensure interest is genuine would like interested parties to briefly state what similar services they currently provide.
