The overall objective of this research project is to support the efforts of the rail sector to make more of the data they hold available for wider use to provide benefits both within and outside of the rail sector. This research is aimed at the need for sector-specific guidance to help rail firms decide and prioritise which data to release and how to release it.

The research should help the industry with

•Barriers to opening up data and mechanisms to overcome them, including technical, financial, legal and security barriers.

•Approaches to opening up data and associated benefits and disbenefits, including open access, restricted access and charged access

•Approaches to the valuation of the benefits of opening up data, including the identification of the beneficiaries

The outcome should be a recommended approach to data valuation and a process for the rail sector to prioritise the opening up of data sets.

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
