Summary of Commission Brief to appoint consultants from the Highway and Civil Framework to undertake a series of tasks associated with the key aspects in support of the initiatives above.

Scope

There are four principal activities covering the scope of brief:-

1.Traffic Signal Condition Survey – this is to cover sites across the Liverpool City Region (LCR), concentrating initially on those that exist on the Key Route Network (KRN). The output from this part of the commission will be a spread sheet identifying each individual location, the status, condition, age and signal type. This information will be used to inform the ITS Bus Priority and the Asset Management Plan (AMP) being developed for the KRN.
2.ITS Bus Priority– this will require consultants to determine the appropriate ITS Specification (in line with that already implemented under STEP for the A57) and undertake a before and after survey based on bus service 10A, again to match that being undertaken by Amey on behalf of LCC.
3.Red Route Trial - the consultant will be asked to prepare a implementation plan to test the possible application of Red Route TRO’s for a trial period of 2-3 weeks in either Liverpool or another compatible radial route elsewhere.
4.Bus Black Spot – Tuebrook – the consultant will be asked to compile evidence to assess the scale of the problem and develop highway designs to address the issue in liaison with Liverpool CC. Assuming that a preferred option can be agreed, the consultant will then undertake the detail design and prepare tender documentation to allow this scheme to be implemented.
