Targeted Short Breaks Service

Portsmouth City Council is inviting tenders from suitably qualified organisations to deliver a Targeted Short Breaks service.

The Authority currently has 4 contracts for Targeted Short Breaks. The services are:

• Activities for Children and Young People with Autism and Asperger's
• Inclusive Play Scheme
• Portsmouth Teenage Project
• Youth Holiday Play Scheme

Children and young people are eligible for support and they and their parents/carers can access short break services if the young person has a moderate level of physical or mental difficulty or disability, which has a substantial and long-term effect on their ability to carry out day-to-day activities. This may include a physical or learning disability, a hearing or visual impairment. It includes children and young people with Autism and Asperger's Condition and young people who may have challenging behaviour as a result of their learning disability

The contracts are being retendered as part of a budget saving exercise and this new contract brings these 4 service areas together under one provider or lead provider.

The Authority is targeting to have awarded the contract by 22nd December 2017 for the service to commence on 16th April 2018. The initial contract period will be for 3 years with the possibility of extending the term by a further 2 years to a maximum total term of 5 years in increments to be agreed. The estimated value of the contract at current volume is £77,000 per annum.
