ITLA Bridge House and Marian Court

This procurement is required to appoint a suitably qualified organisation from the Council's Independent Tenant and Leaseholder Advisory (ITLA) Services Framework. The Framework was approved on 3 March 2017 by the Director of Regeneration.

This procurement of an ITLA is in line with Hackney Council's commitment to involve residents in decisions made about their homes and is also good practice.

The role of an ITLA is to provide independent and impartial advice to residents, so that they can fully interact and play an informed role in the regeneration of their homes and the surrounding estate. The ITLA must be independent from, and not seen as, representing the views of the Council, or any prospective new landlord or development partner. It is an advisory role, focused on regeneration activities.

The Contract is awarded to Source Partnership Consulting Limited on the basis that the evaluation panel agreed to award their tender submission a 75% score (48% out of 60% for quality and 27% out of 40% for cost). All tenders were submitted via the ProContract e-tendering system. The opportunity was sent out via ProContract on 26 April 2017 and all five organisations on the Framework were invited to submit a tender. Four suppliers submitted their tenders by the 18 May 2017 deadline.
