WP3710 - Evaluation of the Black Country ESF Technical Assistance Project

Walsall Council, on behalf of the Black Country Technical Assistance Team (BCTA), is seeking a high quality provider to undertake an expert independent evaluation of the Black Country ESF Technical Assistance Project (2019 - 2021)

To carry out an evaluation of the Black Country ESF Technical Assistance Project and produce detailed report which:

• oReview of the (2019-21) project's success in relation to its contractual obligations including its overall aim, objectives and the achievement of outputs and spend.
• oReflect on the 2018 evaluation report and identify highlights of the programme as a whole (2016-2021).
• oReview the projects' success in relation to project management, partnership working and marketing and communication strategies.
• oReview the projects' success in relation to Cross Cutting themes (Equality and Sustainable Development) implementation plans.
• oAssess added value, providing value for money comparisons against other ESF Technical Assistance based projects.
• oEvaluate stakeholder feedback, identify any potential needs, make recommendations for the delivery of any future Technical Assistance provision in relation to UK Shared Prosperity Fund.
