Monitoring, Evaluation and Learning (MEL) services across UK Conflict, Stability and Security Fund (CSSF) programmes in Eastern Africa, including the Somalia, East Africa, Sudans, Africa Peace and Security, and Great Lakes region programmes.

The specific objectives of this contract are:

i.To provide a robust evidence base of CSSF impact and contribution to the UK objectives in Eastern Africa, including conducting independent reviews, primary research and evaluations of specific projects, programmes and/or strategies, in order to provide accountability to stakeholders in the region and in the UK;
ii.To provide mentoring support and technical assistance to CSSF programme teams and implementing partners in the region, to strengthen MEL systems and processes including programme monitoring, data and knowledge management, and learning processes. This includes applying existing M&E toolkit and other guidance, and developing and supporting use of monitoring and results frameworks that capture both outputs and progress towards programme outcomes;
iii.To facilitate lesson learning and knowledge sharing across the region, to improve CSSF's policy, programme and spending decisions, and to help ensure these are applied for adaptive management and in future investment choices;
iv.To provide Third Party Monitoring (TPM) for specific programmes / aspects of programmes where HMG access is limited, particularly for high risk programmes, operation in difficult to reach areas (due to conflict, remoteness etc.) and/or complex delivery chains. TPM may include verification of partner reporting (results/outputs and processes); assessment of partner monitoring systems; context assessments / updates (e.g. conflict situations); and collection of beneficiary and non-beneficiary feedback to support accountability.
