Northumberland County Council wishes to commission a Provider to support the development of an evaluation framework and undertake the subsequent evaluation of the Public Health-led 'Empowering Communities' project. This is an innovative, project operating until 31 March 2021 that aims to use asset-based, community-centred approaches to improve wellbeing and health, reduce health inequalities, and reduce health and social care demand in the population of Northumberland. The timeframe for developing of the framework and undertaking the evaluation is 1st May 2019 to 31st December 2020.
