The work will include the following elements:
- Design of a robust evaluation and implementation of Echo to include both process and impact evaluation. The evaluation should also explore barriers and facilitators to implementation for forces considering adopting Echo.
- Delivery of a practitioner-focused evaluation report, with technical annex, and a presentation of findings.
- Develop an implementation guide for wider rollout, if evaluation findings indicate success - to include details of software and technology requirements, theory of change and suggested outcomes to use to measure performance.
