Summary
Healthy London Partnership
A pan-London transformation unit – Healthy London Partnership – was established on 1 May 2015 to undertake a range of collaborative transformation programmes on behalf of all of London’s Clinical Commissioning Groups and NHS England (London). The portfolio of 13 programmes aims to realise whole system transformational change and support London in achieving its goal to be the healthiest global city in the world.
Prevention programme
The Prevention Programme is one of the 13 HLP Programmes supporting the overarching goal for London to be the healthiest global city, where Londoners are empowered to maintain their own health and are supported to be as healthy as they can be.
In 2015/16 the Prevention programme focuses on helping Londoners kick unhealthy habits (tackling smoking and alcohol), getting London fitter with better food, more exercise and healthier living (tackling obesity and childhood obesity) and on ensuring that the NHS is a good role model for workplace health.
The programme team works with other programme teams within HLP, Public Health England, the GLA, AHSNs and local commissioning and transformation teams to deliver the project outputs.
Core programme: ‘Commissioning for Prevention’

This project will provide London’s Strategic Planning Groups and CCGs with health economics analysis to support the identification of prevention priorities as part of developing 3-5 year strategic plans.
The project will systematically bring together the activity data, evidence, costs, population benefits and health and projected social care savings and present these in a way that helps NHS and other decision-makers to construct the economic case for investment in appropriate prevention services and types of preventative care at an individual borough level. The project will also identify a small number of prevention priorities and interventions that may be common across London where joint and concerted action in each local area could result in a significant efficiency gain to London as a whole.
Products and outputs: The project will provide support to local commissioners. The project deliverables include production of 32 reports to identify borough variance in health outcomes which relate to high impact prevention-based initiatives. The reports will also illustrate where each borough could invest funding to get the highest return on investment (e.g. reducing preventable admissions).
Reports will also be required at Strategic Planning Group (SPG) level (6 reports) and at a pan-London level (one report).
The provider will produce engagement materials to support engagement with key stakeholders .
