NHS North, South and Central Manchester Clinical Commissioning Groups (Manchester CCGs) are inviting suitably qualified and experienced Providers to submit tenders for the provision of a high quality Early Detection of Lung Disease Pilot Service. Manchester CCGs aim to commission an Early Detection of Lung Disease Pilot Service as outlined in the Service Specification. The service is a crucial part of the Early Detection of Lung Disease Pilot being funded by Macmillan Cancer Support as part of the Macmillan Cancer Improvement Partnership (MCIP) in Manchester. The Service will be made up of two component parts:

  • Community Lung Health Check Service
  • Low Dose CT Scan Service

Both components of the Service are to be procured as a single Lot and will be provided by a single entity, for example:

  • A single provider capable of delivering both components of the service
  • A Lead Bidder supported by Bidder Members
  • A Partnership
  • A Consortium
  • A Special Purpose Vehicle

The service being commissioned is part of a pilot and its outcomes will be evaluated to see if the service is a success. The primary outcome for the provider of the low dose CT scan service is detection of lung cancers. Ideally, to show that the service is successful, it would be attended by sufficient numbers of people at an elevated risk of lung cancer and detect sufficient numbers of lung cancers earlier. If the service is successful then a business case will be produced to recommend expansion of the service to cover Manchester as a whole.

The Commissioner will need to agree the mobilisation timescales with the Provider to ensure that the Pilot Service will commence in March 2016.
