The council is seeking external expertise to create a Roadmap of project and investment interventions with the subsequent carbon savings to cover the period March 2022 to December 2030.
Winchester City Council published a Carbon Neutrality Action Plan 2020-2030 in January 2020, which has been reviewed and up-dated in March 2021. The Plan sets out the current carbon emissions for the council and the district and acknowledges that in order to meet the ambition of being a carbon neutral district by 2030 all sectors will have to make significant reductions in emissions. A number of interventions have been identified in the Plan under three themes transport, commercial energy and domestic energy. However these are high level and have not been quantified in terms of carbon impact, cost, timing of delivery etc. This has two effects: one; it does not provide the details that enable the council to prioritise actions and two; it does not provide a "roadmap" that can be published to demonstrate how (and what needs to be done) to achieve carbon neutrality.
The council will issue a second annual review of the Carbon Neutrality Action Plan in June 2022 to report to the Health & Environment Policy Committee on progress and priorities for the coming year. The detailed Roadmap will be required for this report.
The council and local stakeholders recognise the need to act quickly but this is married to the realisation of the scale and complexity of what is needed. The Roadmap will help to create a clear route for all to follow if we are to be successful in reaching our required outcome. Therefore the Roadmap needs to provide the evidence and data to support its conclusions but also needs to be expressed in an accessible way so as to enable partners, stakeholders and our residents to understand the transition we all need to make.
