description

The Department for Education (DfE) are seeking to undertake collection of condition, contextual and building management data for all state maintained school buildings in England. This will build on the successes of the Condition Data Collection (CDC) programme, and will reflect lessons learned to improve the quality of the data collected. We currently plan to deliver the CDC2 programme over 5 years, beginning in 2020 and visiting approximately 23,000 institutions which have c70,000 buildings in total.

The contracting authority reserves the right to award contracts combining the following lots or groups of lots. There will be 3 lots in total.

  1. contract with an IT provider. The programme will be supported by an IT solution. The IT solution will provide an 'end-to-end' solution and will include an application/ software to be used to input data as well as holding the management information necessary to deliver the programme.
  1. contract with 3-5 surveying organisations (SOs). SOs will collect the data by visiting sites and interacting with schools.
  1. contract to undertake a Technical and Quality Management (TQM) role. The TQM will maintain data quality, provide training and audit.

Suppliers will only be able to bid for one lot, save for Lot 1 IT services, and Lot 3 TQM where suppliers can bid for both lots
