NHS Shared Business Services, on behalf of NHS East Surrey Commissioning Group, is seeking information from Providers on the potential interest and capability of the market to deliver a new enhanced primary care service. At this stage the CCG does not have a detailed suite of service specifications to share with potential providers. The CCG expects to work with the successful Provider, along with other partners, to define the roadmap for primary care services as part of the wider out of hospital care strategy. The types of services intended to be included are:
| • | The provision of enhanced medical care in nursing and residential homes. |
| • | Enhanced support, monitoring and self-management support for people with long term conditions. |
| • | Care coordination and planning for people with complex needs. |
| • | Schemes to improve patient access, including extended access for both routine and urgent care. |
| • | Services to manage low level conditions in primary and community care, with the objective of reducing reliance on planned and unplanned secondary care attendances, and bringing care closer to home. |
Detail of the overarching service requirements are provided within the RFI document. It is the intention of the CCG to identify a primary care partner that can work with them to refine the strategy and finalise the ultimate suite of enhanced services to be delivered. Individual service specifications will be finalised and awarded to the successful primary care partner.
The CCG wishes to assess the interest and capability of providers with a view to identifying a most capable provider and awarding an umbrella contract that covers the range of enhanced primary care services. The capability and interest of providers will be measured through the RFI in order to inform the route to contract followed by the CCG. This approach supports the CCG’s obligations under the NHS (Procurement, Patient Choice and Competition Regulations No. 2) 2013.
The CCG intends to take a decision on the route to award this contract based upon the responses to this RFI. You are therefore encouraged to respond to all questions as fully as you can to evidence the relative benefits of a potential competitive process.
