Global Payroll Tender

VSO will be running a tender process with the intention of establishing a Framework Agreement and appointing 1-3 organisations as Preferred Suppliers for the provision of Global Payroll (Managed Administrative Services & Professional Employer/Employer of Record) in multiple countries. We currently utilise these services in a number of countries, however our requirements going forward may extend beyond our current locations. We are seeking expressions of interest from suitably experienced / registered organisations, or a consortium of organisations which could provide both levels of service.

VSO's requirements for suppliers

Provide flexible and agile payroll/compliance/administrative services in a changing landscape, for generally smaller headcount in a range of countries, primarily in Africa and Asia; these could change frequently and level of service needed will depend on programme requirements, and could also shift between these levels of service. Potential countries are listed below; suppliers should be able to offer services in at least 60% of these, although other countries could be of interest.

Supply fully managed payroll, benefits & employer tax services in countries with VSO company registration

Act as professional employer (PEO)/employer of record (EOR), as well as provide fully managed payroll services, in countries without VSO registration

Expressions of interest

All expressions of interest must be received by VSO by 17 March 2021; 17.00 GMT and must be submitted electronically (emailed) to the following email address: VSO Global Finance Operations vsoglobalfinanceoperations@vsoint.org. The EOI must include a contact name, company name, company address, phone and email address.

Tender documents

Tender documents will be sent to those who expressed an interest, following the close of the EOI period.

Anticipated agreement start date: approximately end of May/early June 2021

Framework period: 3 years with option to extend for an additional 1 year

VSO reserves the right not to award an agreement.
