The Technical Partner for Future RIS advises and supports Highways England as it develops, implements and embeds strategic planning capability (i.e. people, processes and systems) in the course of participating for the first time in the full process for setting a new statutory Road Investment Strategy (RIS). The Consultant integrates with Highways England to translate the requirements for setting the next RIS into a tangible plan that is successfully delivered.

The Technical Partner will provide Highways England with access to resources that have direct experience of leading and managing strategic planning processes in relation to infrastructure and with a relevant technical background.

The Technical Partner assists the Employer in all aspects of development and implementation of the strategic planning process which informs the setting of the next RIS and sets the precedents for future RIS, particularly:

a)Strategy development;
b)Programme development and delivery;
c)Stakeholder engagement and communications;
d)Developing business readiness and transition to business as usual
