Highways England's Customer Insight and Behaviour Change Group wish to set up a contract for the provision of expert market research services to deliver high quality customer surveys to provide baseline data on customer perceptions and behaviours in relation to non-compliant and unsafe driving.

This will provide robust baseline data on our customers early on in Road Period 2. The data will be used to inform actions to improve customer experience and safety on our network. The intention is to repeat the surveys later in the period to see if, and how, customer perceptions and behaviours have changed
