description
The Council wishes to establish a Block Contract to support the Council's statutory duty to provide temporary accommodation to vulnerable households under the housing Act 1996, the Homelessness Act 2002 and the Homeless Reduction Act 2017. These Acts require the Council to provide accommodation on a temporary basis for a minimum of 56 days to relieve or prevent homelessness or for a longer term while permanent accommodation is secured.
A vulnerable household is a single person or family who have nowhere to live and are considered vulnerable because of additional factors such as being pregnant, having children, have a medical condition or disability that is adversely impacted by lack of housing.
The Temporary Accommodation team uses a range of accommodation types to house homeless households pending permanent re-housing. These include:
- oBed and Breakfast Accommodation or Hotels
- oCouncil Stock let as Temporary Accommodation
- oCouncil Homeless Centres
- oRented properties from external companies / organisations
- oVoluntary Sector supported accommodation
Therefore, the Council wishes to establish a Block lease contract to further support the provision of temporary accommodation in the private and social housing sectors for the following quantities.
The tender will be separated into lots for the following property types:
- oLot 1 - Family HMO
- oLot 2 - Studio / 1 Bedroomed
- oLot 3 - 2 Bedroomed
- oLot 4 - 3 Bedroomed
- oLot 5 - 4 Bedroomed
- oLot 6 - 5 Bedroomed
- oLot 7 - 6 Bedroomed
The Contract will have the potential to last for up to 10 years. The initial period will be for a period of 6 years with the option to extend for an additional 4 years unless terminated under the terms and conditions of contract.
