Sheffield City Council wishes to invite quotes for Education, Health and Care Plan (EHCP) writers to help meet the Council's target for transferring Special Educational Needs (SEN) Statements to Education, Health and Care Plans (EHCPs) and writing new EHCPs. The contract will be for a period covering 1 December 2017 to 31 March 2018, with provision to extend at the Council's discretion for a further period of six (6) months if required as a contingency. The intention is for the 31 March 2018 deadline to be achieved.

By 1st April 2018, the Council must have transferred all children and young people with Statements of Special Educational Need (SEN) to Education, Health and Care Plans if required following an Education, Health and Care needs assessment and transfer review in accordance with the SEND Regulations 2014. The Council must also respond to new requests for EHCPs, issuing these within 20 weeks of the request if, following assessment, it is agreed that an EHCP is needed.

The successful Contractor will facilitate the transfer of SEN Statements EHCPs and support the writing of new EHCPs. The Contractor will be expected to support the SEND Team to convert SEN Statements to EHCPs following annual reviews and with writing new EHCPs.
