Framework of financial advisors for arts/cultural organisations

The Arts Council England is now seeking to appoint suitably qualified service providers to a new framework

Agreement to provide services to Arts Council on a call off basis during the period of 1 April 2016 to 31 March 2018

The Arts Council England wishes to set up a framework of suitable service providers (a minimum of 10 and maximum of 12 service providers) with expertise in a minimum of two of the following areas to support Arts Council’s assessment, monitoring and decision-making across its grant programmes:

• ofinancial analysis and business plan appraisal of arts/cultural organisations

• oorganisational change and development of arts/cultural organisations

• oknowledge and experience of the various governance models and structures used in the arts/cultural sector in both large and small organisations.

Service Providers on the Framework would be expected to provide a written report on their findings.

It is not possible to predict the value of work that may be awarded under the Framework Agreement with certainty but it is expected to be in the range of £125,000 and £250,000 per annum including VAT and expenses and will be no more than £500,000 (including VAT and expenses) over the two year term of the Framework Agreement.

Arts Council England reserves the right to extend the Framework Agreement for up to a further year.

The total maximum value of all spend under the Framework Agreement over a further year is estimated to be in the range of £125,000 and £250,000 including VAT and expenses. The fees and rates submitted by a bidder in its tender response for the initial three year period shall apply during the extended period if the Framework Agreement is extended.

Arts Council England makes no guarantees as to the quantity of services it may order during the Framework Agreement term. We will place orders for services under this Framework Agreement from the appointed service providers at its discretion as and when the need arises.
